Moses Tjirare is a seasoned professional in Technical and Vocational Education and Training (TVET), currently serving as the Centre Manager of Okakarara Vocational Training Centre in Namibia. With over fifteen years of experience in TVET quality assurance, Moses has played a pivotal role in shaping the sector through innovation, leadership, and a deep commitment to skills development.
His academic journey reflects a strong foundation in management and human resource development. He holds a master’s degree in management from Southern Business School (2018–2020), a Bachelor Honours in Human Resource Management with a specialization in Training and Development from the Polytechnic of Namibia (2012–2013), and a bachelor’s in training and development in Human Resource Development from North-West University, South Africa (2008–2010). His technical expertise is further supported by a National Certificate in Plumbing from Northlink College (2007), a National Higher Certificate in Instructor Training from the Polytechnic of Namibia (2004–2007), and a National Diploma in Plumbing and Pipe Fittings from Okakarara Vocational Training Centre (2000).
Moses has been instrumental in transforming Namibia’s TVET system from a traditional modular approach to a Competency-Based Education and Training (CBET) model. He also spearheaded the introduction of Recognition of Prior Learning (RPL) in the Namibian TVET landscape, promoting inclusive access to education and certification.
Driven by a passion for rural development and the scaling up of the informal sector, Moses continues to advocate for equitable skills development opportunities across Namibia. His leadership at Okakarara Vocational Training Centre reflects his dedication to empowering communities through education and practical training.
